Welcome to the Cross River State Universal Basic Education Board (SUBEB). We are committed to providing quality, inclusive, and accessible basic education for all children in the state. Through strategic partnerships with the Universal Basic Education Commission (UBEC) and other stakeholders, the Board implements programmes and projects aimed at improving teaching, learning, school infrastructure, and community participation in education.
As one of the Global Sustainable Development Goals, equitable quality education takes the centre stage in Governor Bassey Otu’s administration. As such, we, the Cross River State Universal Basic Education Board, share in the duty to see that every child in Cross River State has access to quality basic education.
Vision
To be the leading state Universal Basic Education Board (SUBEB) in Nigeria in the provision of access to Qualitative & Inclusive Education at the Basic level.
Mission
To provide high quality, free, and compulsory Universal basic education to every child of school age at the primary junior secondary school level in Cross River State.
Mandate
To provide effective direction and access to quality education for the school-age population as well as maintain minimum standards in all educational institutions across the state at the basic level.

The Board works to ensure that every child has access to quality primary and junior secondary education in a conducive learning environment.

How we came To Be.
The Cross River State Universal Basic Education Board (CR-SUBEB) is established and guided by Law No. 1 (2006), officially known as the Cross River State Compulsory, Free, Universal Basic Education Law.
Key Aspects of the Law
- Purpose: Enacted to domesticate the Federal Compulsory, Free Universal Basic Education (UBE) Act. It provides for compulsory, free, and universal basic education for every child of primary and junior secondary school age in Cross River State.
- Creation of SUBEB: The law establishes the State Universal Basic Education Board (SUBEB) as the agency responsible for managing, planning, and coordinating primary and junior secondary education across the state’s 18 Local Government Areas.
